MN 11/2025-NEW IMO STCW AMENDMENTS – PSSR TRAINING ON VIOLENCE, HARASSMENT, BULLYING & SEXUAL ASSAULT

To: All Fiji-Certified Seafarers
Purpose
This Notice informs all Fiji-certified seafarers that IMO Resolution MSC.560(108) has amended STCW Table A-VI/1-4 (PSSR – Personal Safety and Social Responsibilities) to include a new mandatory competence: “Prevention of and response to violence and harassment, including sexual harassment, bullying and sexual assault.”
This requirement becomes mandatory for international voyages from 1 January 2026.
Applicability

Applies to all Fiji-certified seafarers serving on or intending to serve on international voyages.

You are to note that holders of PSSR certificates issued before 1 January 2026 must complete the new training component prior to any international voyage.

A new PSSR Certificate will be issued upon completion provided the applicant attends this course at a MSAF approved Maritime Training Institute (MTI).
Compliance
From 1 January 2026, PSSR certificates without the updated component may not be accepted by Flag States, Manning Agents, or Port State Control in other States.
